Hi Z,
Read this article about freelancing: http://www.sloperama.com/advice/lesson63.htm
What you're more likely to be able to do is join with some amateurs who need characters for their portfolio project.
Are you planning on going to art school? http://www.sloperama.com/advice/lesson53.htm

Anyway I can find and contact the amateurs developers? And no,I don't think I'll go to art school.

1. Sure. Try gamedev.net and indiegamer and devmaster. Make sure you find the proper forum. At gamedev, read the Help Wanteds.
2. Then you're not really planning to become a pro character designer, I guess. Just curious, what are you thinking of for a career?

Then it's a mystery why you aren't planning on taking an art degree in college. I assume you're planning on going to college...

Maybe there are some art programs that "require" (as your cousin says) photography classes as part of the curriculum. Maybe there are some that don't. It's highly likely that when you enter an art program you'll need to take classes in a variety of art disciplines: drawing, painting, sculpting. And you'll need to take classes in English, psychology, history, foreign language, science...
