Can I be a freelance character designer?I'm 16 so I figured if I can have experience designing characters...........and get paid even for 50 bucks

1. Sure. Try gamedev.net and indiegamer and devmaster. Make sure you find the proper forum. At gamedev, read the Help Wanteds.
2. Then you're not really planning to become a pro character designer, I guess. Just curious, what are you thinking of for a career?

As far I am now,I really interested in drawing.Comic artist is my first choice.Getting involved in games is something I really want to try.

Then it's a mystery why you aren't planning on taking an art degree in college. I assume you're planning on going to college...

Maybe there are some art programs that "require" (as your cousin says) photography classes as part of the curriculum. Maybe there are some that don't. It's highly likely that when you enter an art program you'll need to take classes in a variety of art disciplines: drawing, painting, sculpting. And you'll need to take classes in English, psychology, history, foreign language, science...
