You don't have to buy the engines themselves just buy the games. Like Half Life 2 or Unreal Tournament for PC.

to actually purchase the Unreal Engine(actually, you would be licensing it) would require you to be a company already, and it would be extremely expensive. These guys are talking about the modding tools that come packaged in with the games; Unreal Tournament has extra content on the discs that allows you to use a subset of the actual Unreal Engine. The same goes for Half-Life 2. All you have to do is buy the games themselves, and you will be treated to the tools as extra content on the discs.
