Beyond wearing a top-coat, hat and monocle, you cannot hurt yourself for over dressing.

You can however hurt yourself by under dressing.

This is very true. A suit and tie, or slacks with top coat is always best. One thing I can add is maybe not a black suit/white shirt. You don't want to look like an undertaker. A nice subtle gray or dark blue will do the trick. Also, if you do wear a tie, nothing to flashy that is distraction.

I would argue you could but I guess that is more personal opinion then fact.

It might also be a regional/custom thing. I know here in Canada at least a suit is pretty much the norm, especially considering you often interview first with a HR person.

Now if the job you are applying for makes a point of talking about how casual their environment is, then perhaps not wearing a suit is a good idea.
