I want to become an animator or Character Designer but I don't think my art skills are that great. I am not horrible at art I just don't think I am an excellant artist. Would going to school for Animation or video game design help me out? Not just as an artist. And do you have to be an extremely good artist to become what I want to be?

Of course you have to be good at what you do to get job. How good is a more subjective question and getting a job is not just reliant on your skills. A University for Animation (forget about about Game Design, it has little to do with what you want to be) should help, it be a bit pointless if Universities didn't.

If your worried that your art isn't good enough to do what you want to do, then practice. It's not like you have to be a natural to get good at something. Draw every day. Do gesture drawings and go to life drawing sessions. You'll get better and faster and have more work to show for it to prove you're the right candidate.
