If you majoring in game art and become a game artist will you be able to choose between being like the person that only does the technical side, maya, max zbrush, etc and the person that does the drawing? Or will you have to do both?

Are you able to do both of those things? Are you the most able person at that company at the thing that needs doing, at the time it needs to be done?

It would be a good idea to aim for a position that's both in wide demand and play to your own strength. There are many different kinds of game artists: animators, technical artists, character artists, environment artists, concept artists to list a few. Each of these specialties have distinctly different portfolio requirements. From what you've said it sounds like technical artist might be a position you want to look into. Search online for portfolios of other tech artists or job descriptions on company websites, and cater your portfolio accordingly.
