Urgent! Test for a job

Hi, I just had an interview over Skype and they sent me a 3 page pdf file which shows the description of the currencies, the items and the buildings in a game.

Then they asked me to send him my opinion, and my proposal in a couple of hours. He want to know how I would get started if I were the designer of the game and had a crew of 5 people and a development time of 7 months or so (the crew and dev time was mentioned before the idea of the test).

So my question is, what should I write him? What is the idea of this?

Why are you applying for a game design job if you aren't willing to turn on your creative juices for this interesting test of your creativity?
The test is for YOU, not for other people on this forum. I am tempted to simply close the thread, but instead I will just trust that nobody will help you cheat.

Sorry if I was misunderstood, I'm not looking for any help on the ideas, I just wanna know if in those situations what they want to see is either a fully blown document, an opinion or if it is ok to let my imagination run wild.

They are testing your creativity, your judgment, and any other traits that might come out through what you do.

It is a test.

It's cheating to ask on a forum how you should handle the test.

Ok Tom, thank you for the help. That is all I really needed to know and I'm not looking to cheat but I do understand where you come from.

You've been helpful by just saying that about them testing my understanding and creativity.

So ask them for clarification what they expect back.
